Towing company has a claim against the registered owner for the
total of the towing, storage and lien fees, less the
amount received from the sale of the vehicle

3071(h) 1&2, 3072(g) 1&2 Civil Code:
REMOVAL OF LICENSE PLATES
Following the sale of a vehicle, the person who conducts the sale shall do both of the following:
(1)  Remove and destroy the vehicle's license plates.
(2)  Within five days of the sale, submit a completed "Notice of Release of Liability" form to the 
Department of Motor Vehicles.

3074 Civil Code / 22851.12 Vehicle Code:
COST OF SELLING
Lien sale cost may be charged after the third day of possession.
For vehicles $4,000.00 or less:  $35.00 maximum when DMV printout requested, 
$70.00 maximum when Clear Choice Lien Service, Inc. has mailed the notices of
pending lien sale. 
For vehicles $4,000.00 or more:  $50.00 maximum when DMV printout is requested,
$100.00 maximum when Clear Choice Lien Service, Inc. has mailed the notices of pending lien sale.

22851 Vehicle Code:         
STORAGE LIMITS
Vehicle stored per 3068.1 of the Civil Code. 
For vehicles valued $4,000.00 or less; Maximum storage is 60 days. 
For vehicles valued $4,000.00 or more; Maximum storage is 120 days if lien application 
filed with DMV within 30 days.

10652.5 Vehicle Code         
LEGAL OWNER NOTICE
Legal owner must be notified within 15 days for there to be no interruption in storage charged. 
If no notice before 15 days, the legal owner only pays for the first 15 days and then not again 
until they have been notified.

22670 Vehicle Code         
VALUATION OF VEHICLES
If the impounding agency does not value the vehicle on the 180 form, after three (3) days the 
garage keeper or garage keeper's agent may value the vehicle.

24007.5 Vehicle Code         
SMOG ON LIEN SALE VEHICLES
Buyer is responsible for the smog certificate if the buyer signs a Smog Compliance Form  
and the towing company files a Notice of Transfer to the DMV.

22669 Vehicle Code         
ABANDONED VEHICLES
In order to get a junk slip, the vehicle must be towed under this code (or local abatement code)
and be valued less than $300.00 by the impounding agency on the 180 form - (or have no V.I.N.) or 
if the impounding agency left the value column blank on the impounding 180, after 48 hours of possession,
 the lienholder or lienholder's agent may value the vehicle under $300.00.

4159 Vehicle Code         
CHANGE OF ADDRESS
Legal and registered owners are required to submit a change of address to the DMV within
10 days of moving.

22851b Vehicle Code         
PERSONAL PROPERTY
No lien shall attach to any personal property in the vehicle.  The personal property
in or on the vehicle shall be given to the current registered owner upon demand.
The lien holder shall not be responsible for personal property after any vehicle
has been disposed.
